If you want to have an observer because you need it to use, you are able to obtain it by breaking/ mining. If you want to mine an observer, the thing that you will need is a pickaxe. So, if you want to obtain an observer by mining it, you have to make sure that you use a pickaxe to mine it. It is because if you do not use a pickaxe to mine it, it will drop nothing.
Is there any other ways to obtain an observer? Another way that you are able to do to obtain an observer is by crafting it. If you want to craft an observer, you have to prepare some materials including six cobblestones, two redstone dusts, and one nether quartz. To craft it, you have to put the materials into the crafting table with the exact recipe.
Now, the question is, what are observers used for in Minecraft PE? Minecraft PE was the previous title of Bedrock Edition of Minecraft and it was developed by Mojang Studios for mobile phones before 1.2. According to Minecraft Bedrock wiki, the observer block in Minecraft Bedrock is a Block Update Detector (BUD) block which will send Redstone pulse which is short. It happens if the block it is facing gets updates.
An observer will be able to detect block updates on the face of the larger red square. When it is put, it will be the face furthest to you. So, you should look to the block where the block updates will happen when putting an observer.
